Windows 10 September Cumulative Update KB4571756 released as part of Patch Tuesday has broken WSL 2 and produced an “Element not found” error. Till now uninstalling the update is the only remedy to make WSL work again, today, Microsoft released build 19042.541 (KB4577063) to beta and release Preview channels running Windows 10 October 2020 Update with a fix for the issue.
Here is a brief on what happened:
On September 8, Microsoft released a cumulative update (OS build 19041.508) to Windows 10 2004. After installing the update, when trying to launch Windows Subsystem for Linux users received the “Element not found” error.

As we said above, though it is a security update, affected users have no option but to uninstall it to resolve the issue.
Recently on the Windows insider blog, while announcing its preparedness for Windows 10 20H2 release aka October 2020 Update, Microsoft said it has created a fix for the WSL’s inability to start problem and it will be included with the next servicing release of 20H2.

As promised, today, the company released a new patch to beta and RP insiders with a fix.
“We have fixed an issue where WSL fails to start with an “element not found’ error.
Does installing KB4577063 fixes the WSL issue? Yes. A user on the WSL project page on GitHub confirmed installing the update fixed the issue for him.
“confirmed KB4577063 did fix my ‘Element not found’ issue.

Users on production build 19041.508, need to wait for the update to be available. If you want it right now, you need to join Beta or release the Preview ring.
FYI, as of now Beta and RP insiders are on Windows 10 20H2 build 19042.508. Installing the update increases the build number to 19042.541.
