Apparently, “Fresh Start” is not working in Windows 10 2004 where the much needed “Get started” button is missing. The issue was brought to Microsoft attention by insiders and users via feedback hub many times before, but the company released May 2020 Update without fixing the issue.
Microsoft has added the Fresh Start tool to Windows 10 with Anniversary Update with the aim to give PCs a fresh start. The tool resides in Windows Security has been improved in the Creators Update.
When users run Fresh Start, Windows 10 reinstallation happens, where personal files will be kept intact but third-party apps including Microsoft Office, antivirus if any users installed, will be removed.
While Resetting Windows 10, restores the device to factory settings, but this also brings bloatware installed by manufacturers in new PCs. It is a good idea to run Fresh Start for Windows 10 to get a “clean and up-to-date to the installation of Windows”.

Fresh Start feature is broken in Windows 10 2004
Generally, you need to click “Additional Info” and “Get Started” button after that to begin the process, but the additional info link in the recently launched Windows 10 2004 is now taking the user to the support page instead of settings page that contains Get Started button (via MSPU, HTNOVO).
Seems this is a bug that Microsoft missed to address even though it received feedback from users during insider builds.
When we searched in Feedback Hub we learned, multiple users reported about the issue eight months back.
For instance, one of the users’ notes,” Fresh Start not working. Pressing Additional information does not display the button, just the online documents about the button, which is not there.”
This issue is not listed in Windows 10 2004 known issues document Microsoft maintains on its website.
UPDATE June 16, 2020: Microsoft confirmed it has moved Fresh Start to Reset PC. The feature currently exists only in Windows 10 1909 and earlier versions, read this article for more details.
