
Definitely not a good time to update to Windows 10 1809 apart from file deletion issue, we’ve reported Immersive Context Menus can’t be disabled, but changes to background Apps settings will now stick after the restart in this version. Something good and bad to say about new Windows 10 October 2018 Update. Another issue popped up where Action Center has stopped showing notifications when background apps are turned off. The bug is reproducible and a thread on Reddit users having this issue confirms this, how this escaped through insider builds and got into the public build is something Microsoft has to answer. The issue can be fixed by enabling background apps.
Fix Action Center doesn’t show notifications in Windows 10 version 1809
- Visit Settings > Privacy
- App Permissions > Background Apps, Toggle ‘Let apps run in the background’ switch to off
- Restart computer, action center doesn’t show any previously showed or new notifications
- Turn on the switch in the second step
- Restart Windows, Action Center will show notifications without any issues.
What this means is background apps need to be running for notifications to be shown in Windows 10 1809, isn’t notifications displayed before even when background apps were disabled in earlier versions of Windows 10?

Is Redmond out to lunch or what. This reminds me of 1995 or other years, like the Vista years. Didn’t they learn anything from their past mistakes or have all those millionaires retired.

Yeah, the black “it’s now safe to remove usb blaa blaa” notification box is also MIA. Or maybe DOA. Dunno, don’t care. Amazing how more and more bugs and horrible errors appear in the disaster OS the further it gets developed and refined. They got all this backwards, you start with buggy garbage and fix it as you go along.. Oh well, luckily Windows 10 is just a little marginal product used by only a handful of people, and never in any kind of official critical infrastructure environment or something, so no biggie. Imagine if space engineering and cancer research was done on this thing BWOOOOAAAHHH.
The solution offered in this thread only temporarily fixes the issue. There are many reports of this problem on the Microsoft support forums which is definitely a 1809 update bug that I had the pleasure of updating to before it was suspended.

Another way to temporarily fix this issue without restarting your system is to just restart Windows Explorer in the task manager. Just clicking on a message or just viewing the Notification Center can cause notifications to disappear and for future notifications to stop appearing until your system is restarted or the windows explorer process is restarted. Anyway, MS needs to get this fixed before they re-re-lease 1809 and release a separate fix for us users that already updated.

For some unknown reason my computer updated to Windows 1809 two days ago during day time while I was working on line. There are a bunch of bugs. Microsoft should be ashamed. Sure wish I could make them fix it now, not being a wiz at programing and fixing things I guess I have to live with it. Makes me want to sell the computers.
I don’t think this is a bug. They are simply trying to force you to let their useless, spying ‘Metro’ apps ‘run in the background’ so they can harvest as much of your data as possible.

It hasn’t been fixed for many users. I have 100+ enterprise machines not getting notifications for updates and no resolution in sight.
