Actually in my case, I am trying to upgrade WinRAR from v5 to v5.01 ,and I’ve not closed WinRAR program window that was already opened before install, that’s why got that error.
Solution is pretty simple, if you’re updating an older version, make sure WinRAR is not running, close it, ending WinRAR.exe process will do. Now try to install WinRAR again, you’ll without any issues.

Hello. Sorry to bother but i’m having the same problem & i try to fix it the way your describing it but i don’t know how to end the process. *sorry if i’m dumb sometime is a bit complicated to understand some stuff when is in English since is not my main language* I went to control panel to end it but it wasn’t there i uninstalled the program and re-installed Winrar again but . I’m still having the same problem.
I’m a digital artist and i have bough some brushed for my art program and when i try to enter the file were all the brushes are located it doesn’t let me and the same error keeps appearing and i don’t know what to do , please help it would be really appreciated.

That’s the one i have currently installed on my PC, i also download it the beta from the link but is still does the same thing. The problem happens to some of the winrar download but not for all, i guess depending on what it’s inside.
First things first, are you sure you’re trying to install WinRAR with admin privileges?
