To say the truth, Chrome never had Tab Muting UI control by default as Google told they’ve to police the content if they provide that as a feature. The company has cited maintenance, security and other as reasons for the flag removal, Chrome developer responsible for creating and removing the experimental feature, now suggesting users to use extensions for the same.

Now a developer came up with an extension, saying Chrome developers removed the flag in favor of mute site and he developed this extension for the users, who looking to mute tabs like before with flag enabled.
The extension developer says the plugin button is in a different place (on the toolbar) due to Chrome API limitations, except that part, Tab Muter works exactly as old Mute tab feature did and he is right, we’ve tested it and its working fine.
