
Whenever your computer is idle, Idle Time Optimizer component in Norton Security starts to defragment the hard drive, Norton auto schedules your hard drive to optimize when you install an application on your computer. You can disable this if you’re using SSD or using the built-in disk defragmenter tool offered in Windows or if you don’t want to defrag your hard drive at all.
Disabling Idle Time Optimizer in Norton Security
1. Open Norton Security, click on Settings
2. In the Settings window, click on Administrative settings located under Detailed Settings,
3. Turn the slider to Off for Idle Time Optimizer
4. Click Apply and Close, to save the changes.
Note: FYI, Norton Security also offers the option to manually optimize disk, to do that, all you need to do is click on Performance > Optimize Disk.

At least in my case this does not stop Norton rescheduling the defragger.
Norton is probably the one of if not the best example of bloatware and the arrogant attitude of the company to their customers is without parallel.
