Microsoft addresses Windows 10 Store issues. If you’ve failed to launch the Store app in Windows 10 or encountered errors 0x803F7000 and 0x803F7003 while downloading the apps from the Store or if you’ve received an incorrect message ‘reached your device limit for installing apps and games from the Store on your Windows 10 device’, Alex from Windows Store Quality Team has announced in a post on forum that with the release of Windows 10 Store App version 2015.8.3.2 they’ve addressed all these issues.

Windows 10 Store App version 2015.8.3.2
We are happy to announce that Windows 10 Store app version 2015.8.3.2 was released late last week. As of this update, you will experience:
o Improvements in success launching the store app
o Fixes for download errors 0x803F7000 and 0x803F7003
o Elimination of incorrect “reached your device limit for installing apps and games from the Store on your Windows 10 device” message
o General stability improvements
