Microsoft PowerPoint on the desktop offers the Format Background option, it lets you format slide backgrounds, Microsoft is now offering the same feature for PowerPoint Online also in the ‘Design’ tab.
Formatting the background of Slides in PowerPoint Online
After signing into PowerPoint Online, open a presentation and select a slide for which you want to add a solid color or picture from your computer to the background, click on ‘Design’ tab and select ‘Format Background’ and choose ‘Solid Fill’ and select a color or ‘Picture from a file’.

To apply the solid color or the picture you’ve chosen for the slide background to all slides, click on Format Background, and select ‘Apply to All’ from the drop down.
