You can set custom Image as Vivaldi Start Page background and even you can use desktop wallpaper for that of Speed dial, browser originated from Norway doesn’t lag behind in this though they’ve removed the ability to create custom themes for Opera.

Set a custom image as Opera Start Page background
1. Launch Opera browser,
2. Open Settings from the Opera menu, scroll down a bit to reach ‘Wallpapers’ section (ensure ‘enable wallpapers is checked)
3. Ensure ‘Enable wallpapers is checked and click on + sign to add one image or drag and drop one from your computer
After adding the image, it will be set as Opera’s speed dial/Start Page background.
