What happened to Unlocker? no Updates since April 2011
Popular Unlocker tool that existed from older days doesn’t seem to have updated since version 1.9.1 that released on April 2011. We found Unlocker not only useful in deleting files that can’t be deleted but we also used it in the past on XP to get rid of error we encounter sometimes while unplugging the USB flash drive- “The device ‘Generic volume’ cannot be stopped right now .Try stopping the device again later”.

Download IObit Unlocker Portable by PortableApps.com, works on Windows 2k/XP/Vista/7/8.
I tried to use the non-portable version of this program to delete the ‘old.windows’ folder that is sorted on the local disk after upgrading from Window 7 to Windows 8 — it didn’t work. (unlocker didn’t work either).
Ultimately I managed to get rid of it using disk cleaner tool after having scoured the internet for a solution.
Though these tools are for that purpose you shouldn’t manually delete Windows.folder, you should safely delete through disk cleaner as you’ve already done, we’ve covered that also if you’re interested you can check the below link.
