Microsoft has promised it will release an update in late October to fix Start Menu and Edge issues originated from KB4517389, the company on October 24, 2019, released CU KB4522355 (OS build 18362.449) which also claims, it addressed Cortana search bar and VPN connecting issues, along with this update, Windows Update will also download .NET Framework update (KB4522741) and Intel Graphics Drive update that supports Windows 10 November 2019 update.
Note: Microsoft hasn’t acknowledged Blue Screen of Death and Visual Basic 3 apps breaking issues caused by the previous update and the company hasn’t mentioned about these in the latest Cumulative Update support document page.

Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 version 1903 (KB4522741) has also been published and the new Intel Graphics driver version 20.20.100.7262 is now available, both these update will be automatically downloaded and installed by Windows Update.
