Microsoft has today announced on Windows Experience blog that they’re readying “Windows 10 November 2019 Update”(version 1909) for release and says 18364.418 is the final build that includes all new features of 19H2 as well as latest fixes from KB4517381 update.
As of now, the build 18364.418 is already available to Release Preview ring users, if you’re eager to get November 2019 Update, join the insider program and choose RP ring.
Microsoft notes because of May 2019 Update and November 2019 Update share the same cumulative update packages, build number will change, but the revision number won’t. To say clearly, when the users on OS build 18362.418 are offered November 2019 Update install option, Windows Update downloads an enablement package and turns on 19H2 features.
This makes Windows build to change from 18362 to 18363, but revision number stay on 418. Microsoft hasn’t specified ETA when the update will be available.
