Google Chrome now supports saving PDF forms, the PDF Viewer offer options on toolbar to download original and edited documents.
Google Chrome comes with a built-in PDF viewer that lets you view PDFs in your browser.

Chrome displays PDF forms without any issues, but If you download a PDF after filling the form fields, you’ll only get the original PDF that is empty.
One workaround available here is to click on the Print button on PDF Viewer and choose the “Save as PDF” option in the Print Dialog, even then, you can’t edit the PDF when you reopen as it turned into a Read-only file.
Edge Legacy or Classic Edge works better in case of editing and saving PDF forms, even new Microsoft Edge’s PDF Viewer isn’t perfect now.
Google is finally addressing the problem in Chrome PDF Viewer now.
Chrome when it detects user added data to form fields in a PDF document, it offers ‘Edited document’ and ‘Original document’ options under the download button on the toolbar.
The edited document you downloaded can be updated again when you reopen it in the Chrome browser, this was not the case before.
When PDF isn’t editable, Chrome doesn’t show these options where users can download PDF like before.
To get started,
1. In Chrome Canary 85.0.4170.0 or later, visit chrome://flags page
2. Search for “Save PDF forms”

3. From the drop-down select “Enabled” and restart browser

1. In Chrome, load any PDF form, complete some fields,
2. Click on the download button on the toolbar button
3. Select ‘Edited document.’
4. Click Save button
The PDF will be downloaded with form fields filled in, and this PDF is editable again in Chrome.
