Users who upgraded to Windows 10 from Windows 7 or 8.1 can sometimes face issues with the Settings app, when they launch it, it opens and closes immediately. The issue has been addressed by Microsoft by releasing a troubleshooter followed by including the fix in the cumulative update KB3081424.
The question here is how users can check or install updates when they can’t open the Settings app in the first place.

I . Use Microsoft’s troubleshooter for Settings App issue
Download the Troubleshooter and run it, and follow the instructions on the screen, it automatically repairs or fixes the issue your system has.
Note: The tool has the name shown in the dialog in the third step as ‘Fix or work around an emerging issue 67758’ and it says no permanent solution is available, just ignore it and click ‘Next’.

If you receive the message’ troubleshooter couldn’t identify any problem’, click on ‘view detailed information’, if troubleshooting report displays ‘issue is not present’ on your computer, go to method 2.
II. If that doesn’t help, open the command prompt and run the following commands one by one
dism /online /cleanup-image /restorehealth
sfc /scannow
III. Reset fixes many issues, including the Settings’
If you’ve not clean installed Windows 10 after performing an upgrade, do a reset. We’ve laid down the steps how you can do that without needing the Settings app.
- Click on Start, hold the shift button, right click on Power and select ‘Restart‘
- Click ‘Troubleshoot’ and select ‘Reset this PC’
