Microsoft has resumed Windows 10 v1809 rollout after pulling out due to data loss issue and as part of Patch Tuesday for November 2018, they’ve also released Cumulative Update KB4467708 to devices that already installed October 2018 Update. The update increases Windows OS build number to 17763.134, we expected Software giant to push fixes to task manager and notifications bugs that already fixed in 19H1 insider build with this cumulative update to Windows 10 1809, but that did not happen, at least we can confirm that regard to Notifications after installing this update.
Cumulative Update KB4467708 (Windows 10 build 17763.134)
The Cumulative update, apart from delivering security updates for Edge and Internet Explorer, also provides protection against speculative store bypass vulnerability (CVE-2018-3639) for AMD computers, the update also addresses an issue that prevents users from signing into Microsoft account if signing in a second time.

You can check full changelog here.
Note: On our system, we’ve noticed update failed to install in the first attempt but succeeded next as we can confirm from Update history page in Windows 10 Settings that displayed error 0x8024200d for install failure.
Do you’ve any issues in installing this update?
Action Center doesn’t show Notifications Bug, not fixed
In case you don’t know, Windows 10 v1809 that has been pulled, has several other bugs left in it and yet to be fixed even when you install latest Cumulative Update. Action Center doesn’t show notifications when background apps are off is an issue acknowledged and fixed in insider builds by MS but the fix hasn’t added to this CU, we don’t know why.
