Windows 8 by default offers Reader modern app to open PDF files, whenever you came across a link to a PDF file on page in browser or when you open one such file from your computer it will open in Windows Reader, since Windows 10 Technical Preview was built on top of Windows 8, it is the default handler for PDF files in Windows 10 also.

Disabling Windows 10 PDF Viewer
1. Right click on on any PDF file, select Open with> Choose Default Program
2. In the Popup, click on ‘More options’, select the PDF reader –web-based like Chrome, Firefox or Opera or or desktop one — to make it as default, a notification will appear above the system tray ‘you’ve new apps to open this type of file’.
3. Done
To make Reader as the default again, right click on any PDF file, select Open with and choose ‘Reader’.

There is no , “choose default program” option at all.
Your description is for win 8.
That post needs an update, it has been written four months back, so many changes took place in Windows 10 preview builds and now Windows 10 final has been released. FYI: Microsoft Edge is the default app for PDF files, and Reader no longer be included in Windows 10, but you can download it from the Store.
To change default PDF handler from Edge to another, right click on a PDF file, choose open with > More Apps > select the progrm in other options, and check’Always use this app to open .PDF files’, click ‘Ok’. Hope that helps.
Anyone know why Microsoft dropped Reader from Windows 10 as default PDF viewer? I know Edge can view PDF’s but a lot of people do not like using their web browser to work with PDF’s.

Windows Reader is just a PDF Viewer, don’t know the reason behind it, but you can know the competetion Google Chrome and Firefox have already built-in PDF viewer, they want to promote Edge that way as well. You can download Windows reader from the Store.
