Lot of web apps available on the internet lets you resize images by dragging and dropping, I have not came across a desktop app as such offering this feature, Resizrr is Adobe AIR app allows to resize bulk images by just dragging and dropping, and resize of images was quick.

Maximum image width or height Resizrr allows is 200 Pixels. Resizrr is very useful for scaling down images for email and Facebook upload.
