It seems Google Instant Previews is available to all, though still there is no official confirmation from Google. Don’t know how many users will like/dislike Google Instant Previews, however here are the benefits with Google Instant Previews.

Google Says how Google Instant Previews works “ With instant previews, we match your query with an index of entire web, identify the relevant parts of each webpage, stich them together and serve the resulting preview completely customized to your search – usually in under one-tenth of a second. Once you click the magnifying glass, we load previews for the other results in the background so you can flip through them without waiting”.
