No, Windows 10 Creators Update isn’t available for public (it will be available from April 11), but from April 5 onwards, you can manually upgrade or install the Creators Update using Windows Upgrade Assistant or by using Media Creation tool by visiting this link.

The Cumulative update KB4016251 doesn’t offer new features, instead it includes quality improvements.
