When your run command missed form start menu you will not able to execute certain commands .
Take a look how to solve this
1.Open My Computer and browse to “c:\windows\system32 ” and find gpedit.msc by selecting “g” in your keyboard. 
2.Now double click gpedit.msc and now navigate to User Configuaration \Start Menu and Taskbar and select it and in the right pane double click “Remove Run menu form start menu” and set it to disabled.
